ALLEN SNELLING President Mr. Snelling joined FinPac in 2015 as Vice President of Vendor Finance, where he launched and led the de novo Vendor Finance division. Under his leadership, the group has originated over $1 billion in volume since its inception. In 2019, he was promoted to Executive Vice President of Business Development, assuming responsibility for all origination channels at FinPac. He was named President of the company on July 1, 2025. With an extensive background in the commercial lending and equipment finance industry, he began his career at GE Capital in 1998. He has since held senior leadership roles at American Express Business Finance, Key Equipment Finance, and Marlin Leasing, where he led the National Accounts division. He holds a Bachelor of Science in Political Science from Oregon State University, earned in 1996.
JODI L. WILSHIRE Executive Vice President, Chief Financial Officer Ms. Wilshire is responsible for all accounting and finance activities of the company including financial reporting, maintaining effective controls, strategic planning, and budgeting/forecasting. She joined FinPac’s accounting team in 1998, working her way up to Accounting Manager and then Controller before being named to her current position as CFO. Ms. Wilshire's attention to detail, dedication, and leadership in her various roles led to her involvement in major company transactions, including three ownership changes. She currently focuses on strategy and risk management, with strengths in CECL credit model development and data management. Ms. Wilshire's expertise and experience led to her promotion to Senior Vice President in 2015 and subsequently to Executive Vice President. She is a FinPac board member and holds membership on the Risk Management, Pricing, and Portfolio Monitoring committees.
LAURA L. CARINI, CLFP Senior Vice President, Operations Ms. Carini serves as Senior Vice President and Operations Manager, where she leads the strategic direction and daily execution of all operational functions, including funding, data integrity, documentation compliance, and customer experience. Since beginning her career with FinPac in 1995, Ms. Carini has held a variety of roles across the organization, building deep expertise in multiple facets of the business. Her previous positions include roles in Direct Marketing, Funding Manager, and most recently Vice President of Business Development, where she oversaw the management of all Third‑Party Originators and strengthened key industry partnerships. Ms. Carini is also an active leader within the National Equipment Finance Association (NEFA) where she sits on numerous committees and boards. She served as a past president of NEFA, contributing to the association’s mission of supporting independent equipment finance organizations. Ms. Carini holds a bachelor’s degree from Western Washington University.
STEPHEN E. LEEGE Senior Vice President, Chief Credit Officer Mr. Leege is responsible for all aspects of credit risk management including credit policy, underwriting, and scorecard management, and chairs the Risk Management Committee. He also has credit management responsibilities for Columbia Bank. He joined FinPac in January 2015 after seven years as Director of Credit at CIT Equipment Finance where he supported new business development and managed teams specializing in vendor credit and small-ticket underwriting. In the 20 years prior, he held credit management roles with Rx Financial Corp, Newcourt Financial (now CIT), and Sanwa Business Credit Corp (now Bank of America Leasing), in addition to performing contract work for several specialty lenders including Oracle Credit. He also served in various officer capacities, including President, of Equifax’s Commercial Financial Network advisory board in 2018-25. Mr. Leege earned a BS in Business with a concentration in Finance from Valparaiso University.
JOE WILCOX Senior Vice President, Portfolio Services Mr. Wilcox is responsible for portfolio collections, asset management, residual recovery, legal and bankruptcy oversight, recovery operations, and key administrative functions. Prior to joining FinPac in 2021, he held management positions with Wells Fargo, Carvana, and Currency. His experience spans both consumer and commercial portfolios, overseeing the full transaction lifecycle including origination support, portfolio servicing, workouts, recovery, remarketing, and legal processes. During his tenure at Currency, Mr. Wilcox was responsible for building the collections and asset management organizations and establishing the operational framework that scaled the business to top performance. He also led customer service, insurance, and titling operations, ensuring strong service delivery and effective portfolio support. Mr. Wilcox earned an undergraduate degree in Management Information Systems from Washington State University and an MBA in Finance from Marylhurst University.
THOMAS J. MCSWEENEY, JR. Senior Vice President, Chief Technology Officer A change agent with more than 35 years in IT and over 20 years in leadership, Mr. McSweeney drives FinPac’ss digital transformation, modernizing engineering practices and accelerating delivery through enterprise DevOps. He also spearheaded the redesign of the company’s Loan Origination System (LOS) on Salesforce, delivering a more scalable, automated, and customer-centric platform that streamlines origination workflows and improves speed to market. Mr. McSweeney holds two patents on Medical Credentialing Software that he developed in 2000. He has led technical support, programming, development, systems analytics, network engineering, and project management teams for startups, midlevel, and Fortune 300 companies. He currently sits on the board of directors for Junior Achievement. Originally from Philadelphia, Mr. McSweeney transplanted to the Great Northwest in 2008.
